Clinton County Hosting Public Workshop on Brownfield Pre-Planning Inventory and Analysis

Clinton County invites residents, property owners, business owners, municipal officials, community organizations, and other interested members of the public to attend Public Workshop #1 for the Countywide Brownfield Pre-Planning Inventory and Analysis. The workshop will be held on Tuesday, September 22, 2026, from 6:30 p.m. to 8:00 p.m. at the Clinton County Government Center, 1st Floor Meeting Room, 135 Margaret St., Plattsburgh, NY 12901. The Brownfield Pre-Planning Inventory and Analysis is a countywide planning initiative intended to identify concentrations of vacant, abandoned, underused, and potential brownfield properties; evaluate development conditions affecting those properties; establish a long-term framework for economic revitalization; and provide a foundation for future Brownfield Opportunity Area (BOA) planning and designation. The County’s efforts are being assisted by consultants Barton & Loguidice and 4ward Planning.

The workshop will introduce the project and the BOA program, summarize the completed countywide inventory of 235 candidate tax parcels, and focus on the 18 potential redevelopment sites that were selected for and visited during the project’s study area tour attended by County officials, municipal representatives, and the consultant team in June 2026. The project team will also gather local knowledge about site history, current conditions, infrastructure, access, ownership or availability issues, environmental concerns, nearby investments, and redevelopment barriers.

Public input will help the project team verify the site inventory, refine the technical analysis. and inform the County’s later selection of five high-priority sites or clusters for more detailed analysis. The remaining project work will include stakeholder interviews, refinement of a preliminary public online mapping tool, additional economic and redevelopment analysis, and a second public workshop focused on the five high-priority sites or clusters.

Important planning note: Properties included in the Countywide inventory have been identified solely for preliminary planning and analysis. Inclusion does not constitute a determination that contamination is present; that a property is a brownfield under federal or State law or program criteria; that any owner or operator is responsible for contamination; or that a property is eligible for BOA designation, the New York State Brownfield Cleanup Program, or any other funding or regulatory program.
