The mission of the Clinton County IDA is simple: to strengthen the county’s economy through strategic investment, redevelopment, and collaboration.
We focus on:

Who We Are

Since 1971, the County of Clinton Industrial Development Agency (CCIDA) has driven investment, job creation, and business growth throughout Clinton County. Appointed by the County Legislature, CCIDA is governed by a seven-member Board of residents with strong professional and business experience, dedicated to strengthening the county’s economic future.
Originally, administrative services were provided through a contract with TDC. In 2017, the CCIDA realigned its structure and entered an Administrative Services Agreement within the County’s economic development offices, creating a more unified and coordinated approach to supporting local businesses.
Today, the CCIDA works in partnership with two sister organizations, established in 2010 with CCCRC and 2019 with CGFC, to form a powerful network focused on attracting, retaining, and expanding investment across the region:
- Clinton County Industrial Development Agency (CCIDA): Provides industrial revenue bonds, sale-leaseback options, and tax-advantaged financing tools that help businesses grow and reduce operating costs.
- Clinton County Capital Resource Corporation (CCCRC): Offers financial assistance to not-for-profit organizations whose work supports employment, industry, and community development.
- Clinton Grant Facilitation Corporation (CGFC): Connects economic and community development projects to grants, loans, and diverse funding sources from government and private partners.
Together, these three entities deliver a coordinated suite of services designed to help businesses and organizations start, expand, and thrive in Clinton County.

Clinton County’s progress is built on strong partnerships. The CCIDA works closely with Empire State Development, the North Country Chamber of Commerce, SUNY Plattsburgh, Clinton Community College, and CV-TEC to align investment, workforce development, and site readiness. Together, these partners make business across borders efficient, predictable, and successful.
