The mission of the Clinton County Capital Resource Corporation (CCCRC) is to provide access to affordable financial assistance for not-for-profit organizations, among others, that undertake projects designed to attract, retain and preserve employment and industry in Clinton County, NY.

Trent Trahan, Chairperson

Trent Trahan resides in Chazy, NY. Trahan is the President and CEO of Champlain Telephone Company and is the chairperson of the County of Clinton Industrial Development Agency. He was appointed to the County of Clinton Industrial Development Agency on September 27, 2006 by the Clinton County Legislature. Trahan was an Education Major at SUNY Plattsburgh.

David Hoover, Vice Chairperson

David Hoover resides in Saranac, NY. Hoover is the Assistant Business Manager at I.B.E.W. Local 910 and a member of the County of Clinton Industrial Development Agency. He was appointed to the County of Clinton Industrial Development Agency on October 28, 2009 by the Clinton County Legislature. Hoover received his Electrical Training Certification from the International Brotherhood of Electrical Workers. He has also completed course work in Labor Policy at the National Labor College and Business Management at the College of Misericordia.

Michael Zurlo, Secretary

Michael E. Zurlo resides in Morrisonville, NY. Zurlo is the Clinton County Administrator and the Secretary of the County of Clinton Industrial Development Agency. He was appointed to the County of Clinton Industrial Development Agency on October 23, 2002 by the Clinton County Legislature. Zurlo received a Bachelor’s Degree in Political Science from Siena College in 1992. He earned his Master’s in Public Management from Rockefeller College of Public Affairs and Policy at SUNY Albany in 1995.

Kim Murray, Assistant Secretary

Kim Murray resides in Plattsburgh, NY. Murray is the Manager of Champlain Valley Electric Supply,
Plattsburgh, NY and a member of the County of Clinton Industrial Development Agency. She was
appointed to the County of Clinton Industrial Development Agency on July 24, 2013 by the Clinton
County Legislature.

Keith Defayette , Treasurer and Chief Financial Officer

Keith Defayette resides in The Town of Schuyler Falls, NY. Defayette recently retired as owner of Kenwood Moving and Storage. He is a member of the County of Clinton Industrial Development Agency. He was appointed to the County of Clinton Industrial Development Agency on September 11, 2013 by the Clinton County Legislature.

Mark Leta , Member

Mark Leta resides in Peru, NY. Leta is the Regional Operations Manager at New York State Electric and Gas Corporation and a member of the County of Clinton Industrial Development Agency. He was appointed to the County of Clinton Industrial Development Agency on April 26, 2009 by the Clinton County Legislature. Leta received an Associate’s Degree in Applied Science from Williamsport Community College in 1979, and his Bachelor’s of Technology in Electrical Engineering from The Rochester Institute of Technology in 1982. He has also completed a Technical Leadership Program at SUNY Binghamton in 1984 and the Executive Management Program at the University of Idaho in 1996.

John VanNatten, Member

John VanNatten resides in Plattsburgh, NY. VanNatten is the Vice President and Regional Manager of Glens Falls National Bank and a member of the County of Clinton Industrial Development Agency. He was appointed to the County of Clinton Industrial Development Agency on September 27, 2006 by the Clinton County Legislature. VanNatten received an Associate’s Degree in Applied Science in Accounting from SUNY Morrisville in 1984.

Roseanne Murphy , Executive Director

Roseanne Murphy is the Executive Director of the County of Clinton Industrial Development Agency (IDA).  She was appointed to the position in July 2015 by the IDA Board.  At The IDA, she is responsible for the implementation and administration of the Agency’s programs and incentives, as well as those of the Clinton County Capital Resource Corporation and the Clinton Industrial Development Acquisition, LLC.  She works through economic development partners to attract industries to locate or expand to Clinton County.  Ms. Murphy holds a Bachelor of Science degree from Utica College.  In 2006 she earned the Economic Development Professional (EDP) credential with Northeastern Economic Developers Associate (NEDA) and was also certified a CEcD, certified economic developer, with the International Economic Development Council (IEDC).

Prior to joining CCIDA, Ms. Murphy spent over 40 years engaged in a number of public and private regional economic development programs in central and northern New York.  Since 1988, she worked for Empire State Development (ESD) in various, progressively responsible positions in the regional business development division. Most recently, she was appointed to the joint position of ESD’s North Country Regional Director and Executive Director of the North Country Regional Economic Development Council until her retirement in 2014.

Ms. Murphy currently resides in Plattsburgh, NY.  She serves on the CITEC Board and is a member of the Adirondack Economic Development Corp. Board.

George W. Cregg, Esq. , Special and Bond Counsel

George W. Cregg, Esq. resides in Schenectady, NY. Cregg is a Partner at HodgsonRuss LLP and the Special and Bond Counsel of the County of Clinton Industrial Development Agency. He has been annually appointed by the County of Clinton Industrial Development Agency since 1986. Cregg received his bachelor’s degree in Government from the University of Notre Dame in 1967 and his law degree from Cornell University Law School in 1971. He is a member of the National Association of Bond Lawyers and New York State Bar Association, where he currently serves on the Executive Committee of its Municipal Law Section. Cregg is also a member of the New York State Economic Development Council.
